Florida Legislature passes HB741 - dealing a blow to rooftop solar

In a blow to rooftop solar installations, the Florida Legislature has passed House Bill 741, and it now goes to Governor DeSantis for signature.

HB741 phases down the value of net-metering and opens the door for utilities to add fixed charges to solar customer bills.  Despite bipartisan opposition from Florida voters (74% of Republicans, 94% of Democrats; Mason Dixon poll), and research by Lawrence Berkeley National Lab that showed that in 40 of 43 states net metering had a negligible cost increase for non-solar customers, the bill passed 24-15.

A draft of the bill was written by NextEra Energy-owned Florida Power and Light and reviewed by Duke Energy.
